• Dual use isn’t one thing. As Arielle Selya reminded us, “dual use” covers many consumption patterns with very different risk profiles. Cross-sectional snapshots miss the whole story and limits what occurs long-term. What looks like a problem at a moment in time can be a transition toward exclusive vaping or even abstinence, with very different risk implications.


• Enforcement is up, so must access to regulated alternatives. Elaine Round highlighted what seems to be a tougher U.S. posture on illicit products (including the recent record seizure in Chicago). Illicit markets expose youth, lack consumer protections, and don’t fund enforcement. But crackdowns alone aren’t enough; acceptable, affordable, and appealing regulated options are essential to pull consumers back.


WHAT’S NEXT? FDA’s plans to expedite reviews of nicotine pouches from four major companies could be a watershed. Will faster PMTA decisions increase engagement with the regulated market and shift share away from the unregulated space? We’re watching closely.
